    Here’s no flash on a speed camera.

    Because at night you tend to over expose those things that are light, like plates. These cameras you are referring to are specifically set to capture a license plate at a specific distance. Also depends on film speed. Some light is existing and the flash duration can be set! It isn’t hard.
